This
single ship class was the destroyer leader for the 1929 destroyer
construction programme, the C Class Destroyer
Flotilla. As destroyer leader she had an increased complement and working
space needed to control a flotilla. HMS Kempenfelt had the same design and armament as C Class destroyers but was of slightly greater displacement. The RN destroyer flotilla organisation at the time called for a group of destroyers to be designed, ordered and built as a single group of eight ships. That group on completion formed a single destroyer flotilla. Which had one destroyer leader, whose Captain (D) would command the flotilla. As a disarmament gesture the government only allowed four C Class destroyers to be built so they did not fit into the normal destroyer flotilla pattern. So in 1937 the four C class ships were transferred to the Royal Canadian Navy, followed in 1939 by Kempenfelt the class leader.
