HMS Sultan was completed as a class of one with a design based on HMS Hercules, having her main guns in a central battery. Neither HMS Captain nor HMS Monarch the first turreted ironclads had yet been tried at sea, and the broadside arrangement of main guns were still considered the best for fully-rigged ships. Although twin-screw ships were starting to be built, Sultan had only the single screw.
